The Nevada Gaming Control Board will consider proposed revisions to several of the state’s Technical Standards for Gaming Devices and Associated Equipment at its next meeting on 7 October, spanning everything from slot systems to cashless wagering accounts, race and sportsbooks and more.
A total of 10 standards are up for revision, and the draft dates for the proposals range from June to August. The board notified licensees about the compilation of revisions and the meeting date on 4 September. Interested parties may submit comments ahead of the hearing through 5 October.
The extent of the revisions vary, but most are somewhat significant with regard to language that is being added or omitted. Proposed changes to Standard 9 (digital pari-mutuel systems), for instance, include mostly small additions, whereas Standard 3 (slot metering systems) has entire sections added and subtracted. Explanatory notes for the edits are frequent throughout all of the proposals.

Japan’s gambling landscape has remained an enigma. It began as a seismic opportunity sought after by international casino giants following the enactment of its Integrated Resort Implementation Law in 2018, but as progress slowed potential bidders withdrew, and MGM Osaka emerged as the only new kid on the IR block, with a launch date of 2030.
Now, with Japan promising to open two more IR licences in 2027, ambitious bidders are craning their necks for a leg up over the competition. But Japan has telegraphed mixed messaging on the casino industry.
Depsite it having liberalised gambling in pursuit of the economic benefits that casinos can bring, its regulatory architecture and deeply ingrained social attitudes are not particuarly pro gambling.

Many top gaming stocks have underperformed relative to the broader market in recent years, and most of the M&A activity has been facilitated by private equity and other institutions that can more readily capitalise on depressed valuations. There had been hope that rates would start to fall and help alleviate those pressures.
“Publicly traded valuations are a reflection of the current interest rate environment,” Chad Beynon, lead gaming analyst for Macquarie, told iGB. “Whether it’s a long-term financial model on a growth company, you’re going to discount that back at a higher rate, or if it’s just a standard four-wall business, the cash flows in a higher interest rate environment are worth less.”
According to data from Yahoo Finance, the resort and casino sector is -41% over the last five years, and the overall gambling sector, which includes major sportsbooks and online operators, is +7%; the benchmark S&P 500 index, by comparison, is +71% during that span.
